A flaming state organism was created, it is a question of the Institute of Economy Popularly and Solidary, destined to coordinate diverse projects orientated to the creation of employment, probably the demand that with more perentoriedad is registered in the Ecuador and not only in him but worldwide in view of the global crisis of the economic system that has determined the closing employment for hundreds of million persons. In the Ecuador, the rates of unemployment are relative, in the measure in which no doubt they predominate over the underemployment and the eventual placements, which determine a great insecurity as for work that allows to settle the expenses of a family beyond a precarious time.

Now the Regime announces a program destined for the creation nothing less than of 80.000 employments, which it would be a record number inside the occupational promotion. Nevertheless, it is evident that the Government for his own account could not not generate distant view so many employments, and therefore one should appeal to strategic alliances with the private company, especially the medium and small industry, and especially stimulate the microbusinessmen's creation in tasks of emprendimiento. In spite of it, the official optimism turns out to be evident, in the measure in which we live through a crisis that removes diverse possibilities of finding sufficient squares of work, since the money skimps and with it there being not activated a demand capable of generating employment and occupation in the most diverse areas

Without stridencies, the Government at par that was creating squares of work by means of programs as the mentioned one, should return the confidence in the investment, not only the big one, this is that of hundreds of thousands or million dollars, but of small investors who today look with deep skepticism at a panorama replete with announcements of social experiments of doubtful or void result and who, evidently they do not breathe to this necessary creation of productive microcompanies both in the city and in the field. It is of waiting finally that the Institute of Popular and Solidary Economy newly created is an organism bureaucratic and politicized any more but an entity that orientates the public investment in the generation of employment.
